Background
Burr was the District Surveyor stationed at Ballarat. He had previously serving as the South Australian Deputy Surveyor General.[1]

He attended the mass meeting of diggers held in November 1854. Burr gave evidence at the State Trials as to the site of the Eureka Stockade, as well as before the Royal Commission stating foreigners were part of the Eureka battle.[2]
