Background

Goldfields Involvement, 1854

John McNeil witnessed the Ballarat Reform League meeting on Bakery Hill when Peter Lalor swore the diggers oath. According to his account McNeil witnessed Robert McCandlish unbutton his coat and unfurl a light blue flag with some stars on it, but no cross. When McNeil viewed the flag at the Art Gallery of Ballarat he stated he had never seen it before.[1]
