Background
William Collard Smith, a member of the Victorian Government, arranged for the graves of the soldiers at the Ballaarat Old Cemetery to be tidied and an obelisk memorial erected by the Government of Victoria. Soon after this enough money was raised by private subscription to repair the enclosure around the diggers grave.
