Background
Governor Charles LaTrobe visited Ballarat towards the end of September 1951.
On 01 August 1853 Governor Charles La Trobe had been presented with a monster petition seeking immediate reform of government administration. The thirteen metre petition contained thousands of signatures collected throughout the Victorian goldfields. It was couched in Chartist terms, and caused LaTrobe to write to London warning of political unrest. [1]

In June 1854 Lieutenant Governor Charles La Trobe was replaced by Sir Charles Hotham. [2]
